Editorial review policy

Editorial review is a recorded control with stable identity, exact scope and auditable decisions; it is not an informal approval or a substitute for evidence rights.

Who may decide

Only an allowlisted editor authenticated by both email and a stable user subject may enter the private workbench. Authentication alone is not editorial authorization, and email alone cannot grant premium or publication access.

What is reviewed

The editor reviews the exact record version, evidence lineage, required fields, three public locales, rights state, freshness and conflicts. A decision for one record or locale does not approve another.

How a decision is stored

Review, reject, publish, reopen and revoke transitions require a rationale and idempotency key. Compare-and-set status changes and append-only audit records prevent concurrent or silent state changes.

What Editorial review cannot waive

A human cannot turn Missing into a fact, public access into reuse permission, stale data into current data or a coverage set into a recommendation. BUY, HOLD, SELL, targets and portfolio weights require a separate owner investment decision.
