The public layer is produced automatically only when every required evidence, rights, arithmetic, scope and localization check passes; exceptions remain private for editorial review.
A candidate must resolve to one stable security ID and retain its source, document, locator, date, language and evidence class. Facts also require an exact period, unit, currency and reporting scope. An unresolved field stays private or Missing.
Technical validity, source rights, freshness, conflicts, localization, sector fit and arithmetic reconciliation are separate gates. Balance, segment, period-sum and reported-growth checks run when their complete inputs exist. Passing one never bypasses another.
A fact publishes automatically only when all applicable checks pass and document, page locator, period, currency, unit and reporting perimeter are present. Conflicts, failed arithmetic, restated or reclassified periods and missing locators enter a private exception queue. Footnoted perimeters publish only as an adjacent explicitly labelled pair.
Reopening or revoking a source record removes dependent public projections. Detail pages, sitemap entries and structured data must disappear together; re-publication must pass the complete gate again.
